Governor must submit state budget with line item and program data, including performance measures comparing department objectives with actual accomplishments for current year, budget year, and 3 prior fiscal years.

Budget shall include one or more line items appropriating funds to the Department of Human Services for the Home-Based Support Services Program for Mentally Disabled Adults beginning fiscal year 1997 and thereafter.

Budget must contain a capital development section presenting information on capital projects, spending plans with cash requirements by fund, and a statement identifying principal and interest costs until retirement of general obligation debt.

Budget shall include a section indicating whether there is a projected surplus or deficit for general funds, presented in both numerical table format and narrative description, specifically identifying non-recurring revenues such as borrowed money or fund transfers.

Governor must include estimates or actual values for assets and liabilities of five retirement systems (General Assembly, State Employees', State Universities, Teachers', and Judges' Retirement Systems) for the budget year, current year, and 3 prior fiscal years.
