Renames Section 17-24 of the Criminal Code from "Mail fraud and wire fraud" to simply "Fraud"

Removes the requirement that fraudulent schemes must involve mail or wire transmission, expanding fraud statute to cover any scheme or artifice to defraud or obtain money or property by false pretenses

Eliminates subsections detailing specific mail and wire transmission methods (depositing in post offices, using carriers, transmitting signals/electronic impulses)

Eliminates subsection (c) regarding jurisdiction based on mail or wire fraud locations

Maintains Class 3 felony penalty for violations and preserves statute of limitations provision that begins when the last act in furtherance of the scheme is committed
