Board of Higher Education must require all public institutions of higher education to create a statewide core transfer library containing at least 25 lower division courses by July 1, 2014.

Board must establish policies and procedures to ensure core transfer library courses are accepted for transfer among all public institutions of higher education and treated as equivalent to similar courses at receiving institutions.

Board must develop a reverse transfer policy allowing students who accumulated sufficient hours across at least one public community college and one public university in prescribed courses to receive an associate's degree from the community college.

Act takes effect July 1, 2013.
