Prohibits knowingly making video recordings or transmitting live video of another person in restrooms, tanning beds, locker rooms, changing rooms, or hotel bedrooms without consent.

Extends prohibitions to video recording another person in a residential dwelling without consent, including recordings made remotely from outside the dwelling using audio or video devices.

Criminalizes placing recording devices in private spaces with intent to record without consent, and prohibits disseminating videos known to have been made in violation of these provisions.

Establishes enhanced criminal penalties: Class 4 felony for placing devices in private spaces; Class 3 felony for recording in residences or private spaces; Class 2 felony for dissemination; penalties increase to Class 2 or Class 1 felony if victim is under 18 or offender is a registered sex offender.

Exempts law enforcement investigations, correctional security purposes, and news media reporters granted access to locker rooms for interviews.
