HB2988 Summary

• Amends the Public Community College Act to change board trustee elections in Community College District No. 502 (College of DuPage) from at-large to trustee district-based elections beginning with the 2015 consolidated election.

• Requires the State Board of Elections to divide Community College District No. 502 into 7 compact, contiguous, and substantially equal population trustee districts before the 2015 election.

• Mandates that trustee district boundaries be reapportioned in 2023 and in the year following each decennial census thereafter to reflect census results while maintaining 7 districts of substantially equal population.

• Specifies that at-large seats filled in 2015 and 2017 shall be replaced by trustee district seats, with the State Board determining district assignments by lot and establishing staggered 6-year terms.

• Beginning in 2019 and every 6 years thereafter, one trustee shall be elected from each of the 7 trustee districts to serve a 6-year term, with candidates required to be residents of their respective districts.
