Adds Section 602.3 to the Illinois Marriage and Dissolution of Marriage Act regarding the right of first refusal in child custody and visitation cases.

Allows courts to award one or both parents the right of first refusal to provide child care during the other parent's parenting time, excluding emergencies, based on the child's best interest.

Defines "right of first refusal" as requiring a parent to first offer the other parent the opportunity to personally care for the child before using a substitute child-care provider for a significant period of time.

Courts must address in their orders the length and kind of child-care requirements, notification procedures, transportation requirements, and other provisions necessary to protect the child's best interest when establishing a right of first refusal.

The right of first refusal terminates when custody or visitation rights end and may be enforced under Section 607.1 of the Act.
