Inspector General of the Department of Healthcare and Family Services shall conduct a forensic audit by January 1, 2014 of the Temporary Assistance for Needy Families (TANF) program, Supplemental Nutrition Assistance Program (SNAP), and medical programs administered by state agencies.

Audit scope includes the medical assistance program, Children's Health Insurance Program (CHIP), and Covering ALL KIDS Health Insurance program, with option to contract with an independent certified public accountant.

Forensic audit shall review the application and enrollment process, payment of benefits to individuals, and identify fraud or inefficiencies that could reduce costs and improve benefit delivery.

Inspector General shall forward audit results to the Director of the Department of Healthcare and Family Services and Secretary of the Department of Human Services, who must report findings and recommendations to the General Assembly.

Act takes effect upon becoming law.
