HB3035 Summary

• Renames the "Disaster Relief Fund" to the "Disaster Response and Recovery Fund" throughout the Illinois Emergency Management Agency Act and related statutes.

• Authorizes the Illinois Emergency Management Agency to use the Disaster Response and Recovery Fund to deposit reimbursements from other states and pay expenses under the Emergency Management Assistance Compact Act.

• Changes the Emergency Planning and Training Fund language from mandatory ("shall") to discretionary ("may") use of civil penalties and fines collected for violations of the Illinois Emergency Planning and Community Right to Know Act.

• Adds new subsection (h) to the Illinois Emergency Management Agency Act allowing donations and sponsorships received by the Agency to be deposited in the Emergency Planning and Training Fund for planning and training activities, with an exception for Section 17.5.
