Expands the definition of eavesdropping subject to civil remedies to include "electronic communication" in addition to conversations.

Preserves existing civil remedies for eavesdropping victims including injunctions, actual damages, and punitive damages against eavesdroppers and their principals.

Maintains liability protections for common carriers by wire acting under valid court orders issued under Article 108A of the Code of Criminal Procedure.

Creates exemption from civil liability for parents, step-parents, guardians, or grandparents who access a minor's electronic accounts while exercising parental rights to supervise and monitor the minor's activities.
