Amends the Illinois Income Tax Act to create a deduction for compensation paid to Illinois residents on active duty in the Armed Forces pursuant to military orders related to Operation New Dawn, effective for taxable years beginning on or after January 1, 2010.

Adds compensation related to Operation New Dawn to the list of military compensation that is exempt from Illinois income taxation, joining existing exemptions for active duty servicemembers and National Guard members.

Applies retroactively to taxable years beginning January 1, 2010, allowing eligible military personnel serving in Operation New Dawn to claim the deduction on their Illinois income tax returns.

Takes effect immediately upon becoming law.
