HB3040 Summary

• Amends multiple Illinois professional licensing acts to allow service members and veterans to satisfy education and experience requirements by providing documentation of substantially equivalent military training or experience, followed by successful completion of all necessary examinations.

• Defines "service member" and "military service" by reference to Section 5.2 of the Service Member's Employment Tenure Act, and defines "veteran" as anyone who formerly served in any component of the U.S. Armed Forces or National Guard of any state, D.C., commonwealth, or U.S. territory.

• Applies to at least 23 professions including architects, engineers, nurses, physicians, dentists, veterinarians, barbers, cosmetologists, private detectives, security contractors, and various trade professionals (electricians, plumbers, contractors).

• Provides alternative pathways to licensure for service members and veterans by recognizing military training as potentially equivalent to civilian education and experience requirements without waiving examination or competency standards.

• Takes effect immediately upon becoming law.
