Defines criminal defacement of property as knowingly damaging another's property through paint, writing instruments, etching tools, or similar means, with an affirmative defense if the property owner consents.

Classifies offenses as Class 4 felony for second or subsequent convictions or when damage exceeds $300, and Class 3 felony when damage exceeds $300 to school buildings or places of worship.

Requires convicted persons to pay actual costs of abatement, repair, or removal of damage, plus a mandatory minimum fine of $500 for Class 3 or Class 4 felony convictions.

Mandates community service of 30 to 120 hours for all convictions, including cleanup and repair work, when available in the jurisdiction.
