Requires Department of Human Services to develop informational materials for families and children of parents arrested, detained, or deported by Department of Homeland Security, distributed through website and toll-free phone numbers.

Amends Juvenile Court Act to prohibit immigration status from disqualifying parents, guardians, or relatives from custody or placement of minors.

Requires Department of Children and Family Services to establish memoranda of understanding with foreign consulates for juvenile court cases involving detained or deported parents, including procedures for family reunification and safe child transfer.

Provides that reunification services may include efforts to assist deported parents in contacting child welfare authorities in their country of origin and documenting their participation in service plans.

Amends custody and guardianship laws in Illinois Marriage and Dissolution of Marriage Act and Probate Act to specify that immigration status of a parent, legal guardian, or relative cannot disqualify them from receiving or acting as guardian of a child.
