Creates special registration plates designated as Illinois State Police Memorial Park license plates available for passenger vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $25 fee for original issuance ($10 to Illinois State Police Memorial Park Fund, $15 to Secretary of State Special License Plate Fund) and a $25 renewal fee ($23 to Memorial Park Fund, $2 to Special License Plate Fund).

Establishes the Illinois State Police Memorial Park Fund as a special fund in the State treasury to receive revenues from plate fees.

Directs Memorial Park Fund moneys to be distributed as grants to the Illinois State Police Heritage Foundation, Inc. for building and maintaining a memorial park, holding annual commemorations, providing scholarships to children of fallen or catastrophically injured State police officers, and assisting officers and families affected by line-of-duty injuries or deaths.

Allows the Secretary of State to design the plates and permit vanity or personalized plate options in accordance with existing vehicle code provisions.
