Creates new offense of "parking a motor vehicle on tracks" under the Railroad Obstruction Act, defined as knowingly leaving a motor vehicle on railroad tracks for one hour or more, classified as a Class 4 felony.

Creates aggravated offense of "aggravated parking a motor vehicle on tracks" when the base offense proximately causes death or great bodily harm to another person, classified as a Class 2 felony.

Exempts vehicles left on railroad tracks due to mechanical failure, provided the person in control immediately makes reasonable effort to remove the vehicle or notify law enforcement of its location.
