Requires school districts to evaluate teachers not in contractual continued service at least once per school year, and teachers in contractual continued service at least once every 2 school years (with more frequent evaluations if rated "needs improvement" or "unsatisfactory").

Mandates evaluation plans include classroom observation, consideration of attendance/planning/instructional methods/classroom management, and student growth as a significant factor by the applicable implementation date.

Establishes a four-tier rating system ("excellent," "proficient," "needs improvement," "unsatisfactory") effective September 1, 2012, replacing the previous three-tier system.

Requires development of professional development plans within 30 school days for teachers rated "needs improvement" and remediation plans (minimum 90 school days) for teachers rated "unsatisfactory," with involvement of a consulting teacher meeting specified qualifications.

Allows districts to dismiss teachers who fail to complete remediation with a satisfactory rating, or who receive another "unsatisfactory" rating within 36 months of completing a prior remediation plan.
