Amends the Public Community College Act to add perishable foods and perishable beverages as a new exception (category n) to competitive bidding requirements for contracts exceeding $25,000.

Maintains all existing contract exceptions including professional services, printing, equipment maintenance, data processing, emergency expenditures, and purchases from governmental agencies.

Requires sealed competitive bids for contracts over $25,000 with at least 10 days' public notice in a newspaper and 3 days' notice to bidders before bid opening.

Permits electronic bid submissions if authorized in bid documents, except for construction contracts which must be submitted in sealed form.

Allows community colleges to comply with grant, gift, or bequest terms requiring procurement of specific goods or services, provided funding is included and collective bargaining agreements are not impaired.
