Amends Illinois School Code to require school personnel working with grades 7-12 to be trained to identify warning signs of mental illness and suicidal behavior in adolescents and teens, with instruction on intervention and referral techniques.

Mandates biennial in-service training for school personnel on domestic and sexual violence, delivered by experts, covering communication with victims, connecting youth to services, and implementing school policies on confidentiality.

Requires biennial in-service training for school personnel on anaphylactic reactions and management.

Mandates biennial in-service training for all school personnel on educator ethics, teacher-student conduct, and school employee-student conduct.

Specifies that training on mental illness and suicide detection shall occur within existing in-service training programs or professional development activities required under Section 21-14 of the School Code.
