IL HB3071

Amends the Criminal Code of 2012 to expand the definition of child abandonment to include leaving children unsupervised for specific time periods based on age: children under 7 years or with special needs left unsupervised for 2+ hours, children 7-10 years left unsupervised for 8+ hours, and children 10-13 years left unsupervised for 24+ hours.

Exempts relinquishing a child under the Abandoned Newborn Infant Protection Act from violating child abandonment laws.

Establishes 20 specific factors for courts to consider when determining if a child was left without regard for their mental or physical health, safety, or welfare, including the child's age, weather conditions, location of the parent/guardian, reasons for leaving the child, and efforts to provide for the child's safety.

Classifies child abandonment as a Class 4 felony, with second or subsequent offenses treated as a Class 3 felony.

Allows parents convicted of child abandonment to be sentenced to probation under Section 12C-15.
