HB3073 - Wireless Carrier Surcharge

• Effective July 1, 2013, redistributes wireless carrier surcharge collections: $0.70 per surcharge to 9-1-1 authorities, $0.02 to County Emergency Telephone System Boards in counties under 250,000 population, and $0.01 to Illinois Commerce Commission for administrative costs.

• Increases penalty for carriers failing to provide required subscriber zip code information from $0.005 to $0.01 per subscriber served, with penalties deposited into the Wireless Service Emergency Fund.

• Permits Illinois Commerce Commission to require annual income and expenditure reports from emergency telephone systems boards or governmental entities providing 9-1-1 service, including audited financial statements.

• Changes repeal date of the Wireless Emergency Telephone Safety Act from July 1, 2013 to July 1, 2018.

• Changes repeal date for Public Utilities Act Section 13-900 (9-1-1 system provider certification authority) from July 1, 2013 to July 1, 2016, with Section 13-900 continuing beyond the general Article repeal date.
