State Board of Education shall develop a model interlocal agreement and model contract for dropout reengagement programs.

Model agreement and contract must address identification and referral of eligible students, instruction and services provided, data collection and reporting including student transcripts, and administration of high school statewide assessments.

Model agreement must establish uniform financial reimbursement rates per full-time equivalent student based on statewide average basic education allocations, with vocational enhancements where applicable, and allow for administrative fees retained by school districts.

Model agreement must address special education services for eligible students with disabilities, Section 504 accommodations, minimum instructional staffing ratios for community-based organizations, and performance measures for accountability reporting including postsecondary outcomes.

State Board shall consult with Illinois Community College Board, Department of Commerce and Economic Opportunity, community colleges, community-based organizations, online course providers, and school districts when adopting rules and developing the model agreements and contracts.
