Amends the Litter Control Act to establish escalating penalties: first violation is a Class B misdemeanor, second conviction is a Class A misdemeanor, and third or subsequent violations are Class 4 felonies.

Courts may order violators to remove and properly dispose of litter and may charge supervision costs to the convicted person.

Individuals convicted of littering on public highways may be required to maintain litter control for 30 days over a designated portion of that highway as an additional penalty.

Establishes a mandatory minimum fine of $50 for any person convicted of violating Section 5 of the Litter Control Act.
