HB3086 Summary

• Prohibits high volume horizontal hydraulic fracturing operations in Illinois without express legislative authorization, which cannot be granted until after the Hydraulic Fracturing Task Force submits its findings and recommendations.

• Defines high volume horizontal hydraulic fracturing operations as using more than 80,000 gallons of water, sand, chemicals, or hydraulic fracturing fluid per treatment stage in horizontal wells drilled at least 80 degrees to vertical with over 100 feet of horizontal projection.

• Creates a 25-member Hydraulic Fracturing Task Force with representatives from state agencies, environmental groups, oil and gas interests, agriculture, public water supplies, and counties to conduct a thorough review of hydraulic fracturing regulation and impacts.

• Requires the Task Force to conduct at least 3 public hearings at geographically convenient locations with at least 3 weeks advance notice, allowing minimum 5 minutes speaking time per person and 15+ minutes for technical experts, and to submit written findings and recommendations to the General Assembly and Governor within 2 years.

• Task Force provisions expire July 1, 2016; all documents gathered become public record and must be made available electronically; members receive no compensation but are reimbursed for expenses.
