Increases penalty for domestic battery from Class 4 to Class 3 felony if defendant has any prior conviction for domestic battery, violation of an order of protection, or substantially similar offense under another jurisdiction's law.

Increases penalty for domestic battery from Class 4 to Class 3 felony if defendant has prior conviction for murder, aggravated assault, sexual assault, kidnapping, stalking, arson, or similar violent crimes against a family or household member.

Requires mandatory minimum of 72 consecutive hours imprisonment for second or subsequent domestic battery convictions, without suspension or probation eligibility.

Requires mandatory minimum of 10 days imprisonment or 300 hours community service when felony domestic battery is committed in presence of a child under 18 years old.

Requires courts to advise defendants upon conviction that domestic battery convictions may result in federal criminal penalties for firearm possession under the federal Gun Control Act.
