Prohibits taking any animal that is tied, staked out, caged, or otherwise intentionally confined in an enclosure, regardless of enclosure size, using firearms, bows, arrows, or any other weapon.

Prohibits confining or releasing native animals from confinement for the purpose of hunting.

Exempts facilities that confined native animals for hunting purposes for a minimum of one year prior to the effective date of this act.

Does not apply to lawful hunting or trapping of unconfined animals, taking of furbearing mammals, slaughter of captive native animals under game breeder's permits for human consumption, domestic livestock slaughter, scientific research, or animals trapped in compliance with trapping laws.

Allows wild game breeders authorized before January 1, 2003 to continue operations at their original Department-approved fenced property if the facility has remained continuously licensed and operational since initial authorization.
