Amends the School Code to require the State Board of Education to add two new line items to its annual budget proposal for after-school program funding.

Creates a line item equal to 2% of the After-school Programs, Mentoring and Student Support (ASPMSS) budget for monitoring, administration, and technical assistance for after-school providers.

Creates a line item equal to 4% of the ASPMSS budget for grants to qualified statewide non-profit agencies to provide capacity building, system development, training, and professional development services.

Requires the State Board to annually reassess the two additional line items to ensure they meet actual costs.

Directs the State Board to award grants based on program need, determined by targeted population served and grantee organizational capacity levels, with service providers meeting specific qualifications in evidence-based practices and cultural competence.
