Increases the annual registration fee for manufacturers and wholesale distributors of controlled substances from $50.00 to $300.00 per year under the Illinois Controlled Substances Act.

Maintains the lower $15.00 annual fee for manufacturers or wholesale distributors of controlled substances that may be dispensed without a prescription.

Directs all fees and fines collected under Section 303 to be deposited into the Illinois State Pharmacy Disciplinary Fund.

Amends 720 ILCS 570/303 regarding licensing requirements and registration procedures for controlled substance manufacturers and distributors.
