Amends Section 5-1 of the School Code to allow Lyons Township High School District 204 to withdraw from township treasurer and trustee jurisdiction by adopting a resolution and electing its own school treasurer.

Upon withdrawal, township trustees lose all powers over the school district, all books and records transfer to the school board, and legal title to school buildings and sites vests in the school board.

Establishes procedures for townships in Class II county school units to abolish township treasurer and trustee offices through coordinated school board resolutions and voter referendum, requiring majority approval in each affected elementary and unit school district.

Requires school boards to pay proportionate shares of compensation to former township treasurers and unfunded pension liabilities to the Illinois Municipal Retirement Fund when offices are abolished.

Prohibits waiver of mandates established under this Section per Section 2-3.25g of the School Code.
