HB3163 Summary

• State Board of Education shall establish standards and conduct studies of student performance in fine arts and physical development/health beginning in 1998-1999 school year.

• Annual testing required for grades 3, 5, and 8 in English language arts and mathematics; grades 4 and 7 in biological and physical sciences, with maximum testing time not exceeding 25-38 hours depending on school year.

• Students performing 2 or more grades below current placement must be provided remediation programs including summer school (minimum 90 hours), tutorial sessions, and other interventions, with state funding responsibility.

• Prairie State Achievement Examination required for all grade 11 students in high schools beginning 2000-2001 school year, measuring reading, writing, mathematics, and science; students may qualify for Prairie State Achievement Awards.

• State Board of Education shall conduct a study on standardized testing impact and effectiveness, reporting on costs, results by race/gender/zip code, and school board action plans for students not meeting or exceeding benchmarks.
