Raises the public bidding threshold from $10,000 to $40,000 for construction or acquisition of services and public transportation facilities (other than real estate) by the Metropolitan Transit Authority, Regional Transportation Authority, and Local Mass Transit Districts.

Adds Section 5.5 to the Local Mass Transit District Act establishing public bidding regulations requiring board adoption of regulations for procurement of services and property disposition with public notice and bidding, with specified exceptions.

Allows exceptions to bidding requirements for bonds or notes, professional or utility services, goods from single sources, equipment maintenance with manufacturers or authorized agents, and contracts between transportation agencies or units of local government.

Establishes two-phase design/build selection procedures for Regional Transportation Authority and Service Boards, including phase-one evaluation of technical qualifications and phase-two competitive cost proposals, with maximum of 5 offerors unless Service Board determines otherwise.

Takes effect upon becoming law.
