IL HB3181

Amends the Regional Transportation Authority Act to increase the cost threshold for public bidding requirements from $10,000 to $100,000 for construction projects, acquisitions of public transportation facilities, and property dispositions by the Authority or Service Boards (excluding Chicago Transit Authority).

Allows Service Boards to adopt regulations providing exceptions to bidding requirements for repair parts, emergency supplies, single-source goods or services, equipment maintenance by authorized manufacturers, and governmental agency procurements.

Permits negotiated acquisition of public transportation equipment (rolling stock, locomotives, buses) if approved by two-thirds vote of Service Board Directors and published in Chicago newspapers inviting qualified vendor proposals.

Establishes two-phase design/build selection procedures requiring Service Board authorization by two-thirds vote, with competitive evaluation of offeror qualifications in phase one and cost/technical proposals in phase two, limited to maximum 5 finalists unless determined otherwise.

Takes effect immediately upon becoming law.
