IL HB3196

Amends the Unified Code of Corrections (730 ILCS 5/3-3-7) to require GPS-enabled electronic monitoring for sex offenders convicted on or after the bill's effective date as a condition of parole and mandatory supervised release.

Sex offenders convicted of qualifying offenses under the Sex Offender Registration Act on or after the bill's effective date must wear an approved GPS-capable electronic monitoring device for the duration of their natural life.

Applies retroactively to certain offenses: sexual predators convicted between January 1, 2007 and the bill's effective date, and those convicted of specific sex crimes against minors with force between August 11, 2009 and the bill's effective date, must wear GPS devices during their parole or release term.

Maintains existing parole and mandatory supervised release conditions including sex offender treatment, residency restrictions, internet usage restrictions, and prohibition on contact with minors.

Applies to offenses defined in the Sex Offender Management Board Act and Criminal Code sections covering sexual assault, criminal sexual abuse, and related crimes.
