HB3208 - Tactical Medicine Provider

• Establishes certification process for Tactical Medicine Providers (TMPs) through the Illinois Law Enforcement Training Standards Board, requiring candidates to be licensed EMTs, paramedics, nurses, physicians, physician assistants, dentists, or other Board-designated medical providers.

• Requires TMPs to complete 40 hours of tactical emergency medicine training, tactical law enforcement training including 40-hour SWAT component, 40-hour firearms training with ongoing competency maintenance, and additional training in blood-borne pathogens, hazardous materials, weapons of mass destruction, and environmental medicine.

• Permits sheriffs and municipal police chiefs to employ or receive volunteer service from TMPs assigned to SWAT teams, special operations, search and rescue, and disaster response; TMPs have no power of arrest and are not conservators of the peace.

• Authorizes TMPs to carry firearms during authorized deployments, missions, and times immediately before and after such missions as designated by the sheriff or police chief.

• Allows TMPs to reside outside the county or municipality served and to deploy across county or state lines while remaining under their regular EMS Medical Director's oversight if deployed to different EMS systems.
