• Amends Illinois School Code sections on charter schools, modifying enrollment procedures, governance requirements, and financial accountability provisions effective for the 2015-2016 school year and beyond

• Requires charter school lotteries to be administered and videotaped with the authorizer present or able to view in real time, with video records and lottery documentation submitted to the authorizer by September 1 annually

• Establishes that charter schools may conduct additional intake activities like essays or open houses but cannot require participation as a condition of enrollment; requires quarterly waitlist submissions to authorizers
