• Allows arrest records of gang members under 21 years old convicted of a first gang-related offense to be sealed upon compliance with specific conditions including community service, GED completion, curfew requirements, and Life Skills classes.

• Requires gang members under 21 convicted of first gang-related offense to complete community service, educational courses, curfew compliance, and Life Skills training upon release from incarceration (unless court determines good cause not to impose).

• Establishes that gang member information can be kept confidential in juvenile court proceedings if the minor complies with post-incarceration requirements in subsection (13) of Section 5-710 of the Juvenile Court Act.

• Defines "gang member" and "gang-related offense" by reference to the Illinois Streetgang Terrorism Omnibus Prevention Act for purposes of record sealing and sentencing provisions.

• Applies to both juvenile offenders under the Juvenile Court Act and adult offenders under the Unified Code of Corrections who are under 21 years of age.
