Creates the Accountability in College Textbook Publishing Practices Act to regulate publisher practices and ensure students have affordable access to course materials.

Requires publishers to provide faculty with written information about textbooks including: campus bookstore pricing, copyright dates of previous 3 editions, substantial content revisions from previous editions, and available alternative formats with prices.

Mandates publishers honor quoted prices to campus bookstores for at least 6 months and provide 45 days advance notice of any price increases to faculty and bookstores.

Requires publishers to unbundle and sell textbooks and supplemental materials separately at individual prices, except for integrated textbooks where materials cannot be separated by contract or content.

Requires institutions to disclose ISBN numbers and retail prices of required and recommended textbooks in online course schedules, with alternatives if ISBN unavailable or disclosure is impracticable.
