Amends the General Assembly Organization Act by adding Section 20 to impose a four-year moratorium on creating new units of local government, effective from the date of enactment of this amendatory act by the 98th General Assembly.

Prohibits the General Assembly from enacting laws that create new local government units, including through division of existing units of local government.

Exempts the consolidation of two or more pre-existing units of local government from the moratorium on creating new local government units.
