Amends the Illinois Public Demonstrations Law to add the word "parade" throughout Sections 3-6 for consistency in defining prohibited public gatherings on roadways.

Authorizes municipal or county authorities and law enforcement officers to prohibit demonstration routes that involve crossing or traversing active railroad tracks as part of the permit or permission process.

Clarifies that only the person, group, or organization responsible for organizing a march, assembly, meeting, parade, or gathering must obtain a permit or law enforcement permission, which covers all participants.

Requires written notice to the principal law enforcement officer at least 24 hours before any roadway gathering, including the location, maximum number of participants, organizers' names and addresses, route, and time of inception and duration.

Maintains existing restrictions prohibiting roadway gatherings during peak traffic periods (7:30-9:00 a.m. and 4:30-6:00 p.m. Monday-Friday, except holidays) without law enforcement authorization.
