• Amends the Illinois Pension Code for State Employee, State Universities, and Downstate Teacher retirement systems to eliminate unused sick leave service credit for new participants.

• Service credit for accumulated unused sick leave remains available only for members who first participated in their respective system before the effective date of this act.

• Service credit is prohibited for unused sick leave accumulated by any person who first participates in these systems on or after this act's effective date.

• Changes apply to three pension code articles: Section 14-106 (State Employees), Section 15-113.4 (State Universities), and Section 16-127 (Downstate Teachers).

• Effective immediately upon becoming law.
