Department of Central Management Services shall develop and implement plans to increase Hispanic and bilingual employees at supervisory, technical, professional, and managerial levels in state government

Department must prepare and revise annually a State Hispanic Employment Plan and State Asian-American Employment Plan in consultation with advisory councils and report implementation activities to the General Assembly by February 1 each year

Creates separate Hispanic Employment Plan Advisory Council and Asian-American Employment Plan Advisory Council, each with 11 members appointed by the Governor who are subject matter experts from their respective communities

Each advisory council shall meet quarterly and independently to examine employment prevalence, barriers to employment and promotion, and incentives for hiring and promoting Hispanic and Asian-American state employees

Hispanic Employment Plan Advisory Council includes ex-officio liaison members from 11 specified state agencies including Departments on Aging, Children and Family Services, Commerce and Economic Opportunity, Corrections, Employment Security, Human Services, Human Rights, Healthcare and Family Services, Public Health, and Transportation
