Adds Section 4.01 of the Humane Care for Animals Act (animal fighting) to the list of offenses allowing seizure and forfeiture of vessels, vehicles, and aircraft used with owner's knowledge and consent.

Designates any building used in animal fighting as a public nuisance subject to abatement under existing procedures.

Authorizes courts to order the county sheriff to padlock property and impound vessels, vehicles, or aircraft located on property used for animal fighting violations.

Applies the same seizure, forfeiture, and nuisance abatement procedures to animal fighting offenses as already exist for drug-related and other specified criminal activities.
