Restricts participation in the General Assembly Retirement System to persons who became participants before the effective date of this Act; system shall not accept new participants after that date.

Prohibits persons holding part-time elective offices in municipalities and counties from being employees, contributors, or participants in pension systems after the effective date, unless they were elected to that office before the effective date and have elected to participate.

Establishes presumption that elective offices are part-time in the absence of an official job description or legal determination filed with the pension board declaring the position full-time.

Applies restrictions to the Illinois Municipal Retirement Fund (IMRF), Chicago Municipal Retirement Fund, Cook County Employees' Annuity and Benefit Fund, and General Assembly Retirement System.
