IL HB3295

Amends the School Code to allow parents of at least 51% of students in a low-performing school to initiate reform through a petition process submitted to the school board.

Defines "low-performing school" as one where over 40% of students scored in the partially proficient range in both language arts and mathematics for 2 consecutive years, or over 65% scored partially proficient in either subject for 2 consecutive years.

Petition must request one of four reform measures: reopen the school as a charter school, change school leadership (including replacing the principal), close the school and reassign students to another school in the district, or adopt a new governance structure.

Requires the State Board of Education to create a uniform notice of petition form and make it available on its website.

School boards must implement the reform measures requested in a valid petition signed by parents of at least 51% of students in the low-performing school.
