IL HB3296

Adds new Section 27-2.5 to the School Code defining "instructional mandate" as any state law requiring school districts to devote time to instruction in a subject or course.

Permits school boards to discontinue instructional mandates by publicly adopted resolution if state payments to the district are delayed for at least one payment cycle.

Exempts certain mandatory courses from discontinuance, including requirements in Sections 27-5, 27-6, 27-7, 27-22, and 27-24 through 27-24.8 of the School Code.

Requires school districts to provide students with requested information about any instructional mandates that have been discontinued under this section.

Authorizes the State Board of Education to adopt rules necessary for implementing this section and takes effect immediately upon becoming law.
