Requires state employees, county, municipal, and school district health insurance programs to cover specific mandated health benefits under the Illinois Insurance Code, including post-mastectomy care and coverage for mental health services, substance abuse treatment, and other specified conditions.

Creates new Section 355b requiring insurance companies to accommodate reasonable requests from insured persons to receive claim-related information through alternative means or locations if disclosure could endanger the person, with protections for minors through parental requests.

Prohibits insurance companies from disclosing the personal identifying information, health care details, or provider information of persons requesting alternative communication methods without express consent.

Applies the alternative communication requirement to Health Maintenance Organizations, Limited Health Service Organizations, and Voluntary Health Services Plans through cross-referenced Insurance Code provisions.

Excludes short-term travel, disability income, long-term care, accident-only, and limited disease policies from the new alternative communication requirement and related mandated benefits provisions.
