• Adds Section 20 to the Local Records Act requiring units of local government and school districts to post specified information on their websites, including contact information for officials, meeting agendas, budgets, ordinances, financial reports, employee compensation details, contracts, and debt disclosures.

• Permits local governments and school districts to develop a publicly accessible online database allowing citizens to review expenditure and revenue information, including vendor names, payment amounts, funding sources, dates, and purposes of expenditures.

• Requires financial data on the website database to be updated at least monthly with ability to archive historical data, and mandates the database be easily accessible from the main page with an optional RSS feed for notifications.

• Specifies that all local records posted under this amendment may remain on the entity's website in perpetuity.
