Requires each public university in Illinois to submit a cost study to the Board of Higher Education analyzing the expenses of offering 4 of the university's most popular degree programs online.

Each university's cost study must include the methodology used and detailed explanations for all listed expenses.

Directs the Board of Higher Education to use new and existing data, including performance measures, research studies, and survey data, to evaluate likely student outcomes for the proposed online degree programs.

Requires the Board to analyze and compare all reported cost studies alongside corresponding student outcomes to identify the most efficient and effective online degree plans among participating universities.

Mandates the Board notify each university of its conclusions regarding the online degree plan evaluations.
