HB3321 Summary

• Freezes tuition for Illinois resident undergraduate students majoring in science, technology, engineering, or mathematics (STEM) at the 2013-2014 level for academic years 2014-2015, 2015-2016, and 2016-2017, subject to state appropriation to offset costs.

• If the state does not appropriate funds to offset the tuition freeze in a given fiscal year, universities are authorized to charge STEM majors lower tuition than students in other majors.

• Applies the tuition freeze provisions to all Illinois public universities including University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

• Maintains existing tuition cap protections for undergraduate Illinois residents who enrolled after 2003-2004, limiting increases during their first 4 continuous years of enrollment.
