HB3345 Summary

• Amends the Higher Education Student Assistance Act to allow qualified veterans to transfer their Illinois Veteran Grant entitlement to a spouse, natural child, legally adopted child, or step-child if they elect not to use the grant themselves.

• Allows members of the Illinois National Guard or Naval Militia to transfer their grant entitlements to eligible family members under the same categories (spouse, natural children, legally adopted children, or step-children).

• Qualified veterans may only transfer their entitlement if they relinquish their own right to utilize the Illinois Veteran Grant program or any federal veteran tuition assistance program.

• Grants remain limited to the equivalent of 4 years of full-time enrollment, including summer terms, at State-controlled universities or public community colleges in Illinois.

• Effective date: July 1, 2013.
