Creates the Illinois Discharged Servicemember Task Force within the Department of Veterans Affairs to investigate re-entry challenges for service members returning from active theaters.

Task Force investigates post-traumatic stress disorder, homelessness, disabilities, prosthetics availability (fiscal year 2012), and needs of women veterans including compensation, rehabilitation, outreach, and health care (fiscal year 2014).

Task Force membership includes representatives from Department of Veterans Affairs (chair), Department of Military Affairs, Attorney General's Office, four General Assembly members from leadership positions, four statewide veterans organization representatives, one Lieutenant Governor appointee, and invited federal VA participation.

Task Force members serve without compensation but may be reimbursed for necessary expenses; vacancies filled by initial appointing authority.

Task Force shall submit annual reports by July 1st each year to the Governor, Attorney General, Director of Veterans Affairs, Lieutenant Governor, and U.S. Department of Veterans Affairs; may be reactivated if active military theaters are reestablished.
